Perfumery and Fragrance Research Institute
The Aromatic Plants Centre, which conducts research in the field of aromatherapy, will now be known as the Perfumery and Aromatic Research Institute.
The Aromatic Plants Centre was established in 2003 in the Selaqui (Dehradun) area, where research is conducted on herbal and medicinal plants.

The subsidy under the Ghasyari Welfare Scheme has been reduced to 60 percent
Under the Chief Minister’s Ghasiyari Welfare Scheme, the currently approved subsidy of 75 percent on silage has been reduced to 60 percent.
The subsidy on silage under the Dairy Development Department’s Silage and Dairy Animal Nutrition Scheme has also been reduced from 75 percent to 60 percent.
मुख्यमंत्री घस्यारी कल्याण योजना के तहत साइलेज पर वर्तमान में स्वीकृत 75 प्रतिशत अनुदान को घटकार 60 प्रतिशत कर दिया गया है।
डेरी विकास विभाग की साइलेज एवं दुधारू पशुपोषण योजना के तहत साइलेज पर मिलने वाले अनुदान को भी 75 प्रतिशत से घटाकर 60 प्रतिशत किया गया है।
Establishment of Prosecution Directorate in Dehradun
The Supreme Court approved the establishment of the Prosecution Directorate in Dehradun, in accordance with the provisions of the Indian Civil Defence Code, 2023. In addition, a district-level Prosecution Directorate will be established in each district. District Prosecution Directorates will decide appeals in cases with sentences less than seven years, while the state-level Directorate will decide appeals in cases with sentences above that limit.
भारतीय नागरिक सुरक्षा संहिता 2023 के प्रावधानी के तहत राज्य में अभियोजना निदेशालय की स्थापना देहरादून में किए जाने को मंजूरी दी। इसके अलावा हर जिले मंे जिला स्तरीय अभियोजना निदेशालय बनेगा। जिलों के अभियोजना निदेशालय सात साल से कम सजा वाले मामलों में अपील पर फैसला लेंगे तो इससे ऊपर की सजा के मामलों में राज्यस्तरीय निदेशालय फैसला लेगा।
Uttarakhand Public Trust Ordinance 2025
The Uttarakhand Cabinet has abolished imprisonment in seven laws under the Uttarakhand Public Trust (Amendment of Provisions) Ordinance 2025. The provisions for punishment for technical and procedural deficiencies in the laws were removed. The provisions for punishment for minor offenses under the Economically Weaker Sections (EWS) Reservation in Government Jobs Act, the Uttarakhand Organic Farming Act, the Fruit Nursery Regulation Act, the Uttarakhand Plastic and Non-Biodegradable Waste Regulation Act, the Uttarakhand Floodplain Zoning Act, the Uttarakhand River Valley Development and Management Act, and the Uttarakhand Slum Regulation and Rehabilitation Act were removed, while the fines were increased by two to five times. The Uttarakhand Public Trust (Amendment of Provisions) Ordinance, which provided for one year’s imprisonment and a fine of up to one lakh rupees for selling or purchasing chemical fertilizers in prohibited areas under the Organic Farming Act, removed the punishment provision and increased the fine to a maximum of five lakh rupees.
उत्तराखंड कैबिनेट ने उत्तराखंड जन विश्वास (उपबंधों का संशोधन) अध्यादेश 2025 में सात कानूनों मंे कारावास की सजा को खत्म किया है। कानून में तकनीकी व प्रक्रिया से संबंधित खामियों करने पर सजा के प्रावधानों को हटाया गया। इसमें आर्थिक रूप से कमजोर वर्ग के लिए सरकारी नौकरी से आरक्षण अधिनियम, उत्तराखण्ड जैविक कृषि अधिनियम, फल नर्सरी विनियम अधिनियम, उत्तराखण्ड प्लास्टिक व गैर बायो डिग्रेडेबल कचरा विनियम अधिनियम, उत्तराखंड बाढ़ मैदान जोनिंग अधिनियम, उत्तराखण्ड नदी घाटी विकास एवं प्रबंधन अधिनियम, उत्तराखण्ड झुग्गी विनियम और पुनर्वास अधिनियम के तहत छोटे अपराधों में सजा के प्रावधान को हटाया गया। जबकि जुर्माना राशि दो से पांच गुना तक बढ़ोतरी की गई। उत्तराखंड जन विश्वास उपबंध एवं संशोधन अध्यादेश में जैविक कृषि अधिनियम में प्रतिबंधित क्षेत्रों में रसायन उर्वरकों के बेचने व खरीदने पर एक साल की सजा व एक लाक्ष तक जुर्माने का प्रावधान था। इसमें सजा के प्रावधान को हटाया कर जुर्माना राशि को अधिकतम पांच लाख तक किया गया।
Sparsh Ganga Mahotsav-2025
On December 17, Sparsh Ganga program will be organized in all the educational institutions of the state and Sparsh Ganga Mahotsav will be organized in writer’s village Thano (Dehradun).
17 दिसंबर को प्रदेश की सभी शिक्षण संस्थाओं में स्पर्श गंगा कार्यक्रम व लेखक गांव थानो (देहरादून) में स्पर्श गंगा महोत्सव का आयोजन किया जाएगा।
Naturopathy hospitals will be built in Uttarakhand on the lines of resorts
To promote wellness tourism in the state, preparations are underway to open the first-ever naturopathy hospitals (natural medicine). These hospitals will be built on the lines of resorts, where treatment will be provided using natural therapies without the use of medicines. The AYUSH department has selected land in Champawat and Pithoragarh districts, while land is being sought in Bageshwar.
Land has been selected in Balwakot in Pithoragarh and Koli Dhek in Champawat.
प्रदेश के वेलनेस ट्ररिज्म को बढ़ावा देने के लिए पहली बार नेचुरोपैथी अस्पताल (प्राकृतिक चिकित्सा) खोलने की तैयारी है। ये अस्पताल रिजाॅर्ट की तर्ज पर बनाए जाएंगे। जहां पर बिना दवाइयों के प्राकृतिक चिकित्सा पद्धति से इलाज किया जाएगा। आयुष विभाग ने चंपावत व पिथौरागढ़ जिले में जमीन चयनित कर ली है। जबकि बागेश्वर में जमीन तलाशी जा रही है।

Naturopathy medical system
Naturopathy is a system of medicine that utilizes herbs, diet, exercise, massage, hydrotherapy, yoga, and acupuncture. The goal of this system is to treat the root cause of illness and promote overall health, rather than simply treating symptoms. Naturopathy includes services such as diet and nutrition, hydrotherapy, mud therapy, sun therapy, yoga and exercise therapy, herbal medicine, acupuncture and acupressure, massage therapy, fasting, and mind-body medicine.
नेचुपरोपैथी चिकित्सा पद्धति मंे जड़ी-बूटियों, आहार, व्यायाम, मालिश, जल चिकित्सा, योग और एक्यूपंक्चर का उपयोग किया जाता है। इस पद्धति से बीमारी के मूल कारण को ठीक करना व समग्र स्वास्थ्य को बढ़ावा देना है कि सिर्फ लक्षणों का इलाज करना है। नेचुपरोपैथी में आहार और पोषण, जल चिकित्सा, मृदा चिकित्सा, सूर्य चिकित्सा, योग और व्यायाम चिकित्सा, जड़ी-बूटी, एक्यूपक्चर व एक्यूप्रेशर, मालिश चिकित्सा, उपवास, मन शरीर चिकित्सा की सुविधा रहेगी।
The central government has discontinued the Ayush Gram Yojana
The central government had launched the Ayush Gram Yojana last year under the Ayush Mission. Under this scheme, one Ayush village was to be established in each district of Uttarakhand, but the central government has now discontinued the Ayush Gram Yojana.
केंद्र सरकार ने बीते वर्ष आयुष मिशन के तहत आयुष ग्राम योजना को शुरू किया था। इस योजना के तहत उत्तराखंड के प्रत्येक जिले में एक-एक आयुष ग्राम बनाए जाने थे, लेकिन अब केंद्र सरकार ने आयुष ग्राम योजना बंद कर दी है।
Pauri ranks first in the state under the Chief Minister’s Self-Employment Scheme
Pauri district has topped the state in fulfilling the dream of self-employment through various schemes. By benefiting young people through banks under the Chief Minister’s Self-Employment Scheme (SSY), Pauri has surpassed even the plains districts like Dehradun and Haridwar. Tehri secured the second position and Champawat the third in the SSY scheme.

Government for the people, at the doorstep of every citizen campaign
On the initiative of Chief Minister Pushkar Singh Dhami, a 45-day campaign, “Government for the People, at the People’s Doorstep,” has been launched across the state.
23 departments are involved in this campaign. The aim of the campaign is to ensure that the benefits of the central and state government’s welfare schemes reach every last person.
Through these camps, officials will visit rural areas, collect application forms from the people, and resolve the problems of eligible individuals.
मुख्यमंत्री पुष्कर सिंह धामी की पहल पर प्रदेश भर में 45 दिनों तक चलने वाले जन-जन की सरकार, जन-जन के द्वार अभियान शुरू किया गया।
इस अभियान में 23 विभाग शामिल हैं। अभियान के माध्यम से केंद्र व राज्य सरकार की जनकल्याणकारी योजनाओं का लाभ अंतिम व्यक्ति तक पहुंचाया जाए।

Tissue culture labs will be established in Garhwal and Kumaon divisions
One tissue culture lab each will be established in the Garhwal and Kumaon divisions. Agriculture Minister Ganesh Joshi gave these instructions to officials during a review meeting of the Agriculture and Horticulture departments.
Tissue culture technology will provide farmers with the opportunity for lower costs, reduced risk, and higher income. This will prove to be a significant step towards making farming modern, scientific, and commercially viable.
गढ़वाल और कुमाऊं मंडल में एक-एक टिशू कल्चर लैब (ऊतक संवर्धन प्रयोगशाला) स्थापित की जाएगी। कृषि मंत्री गणेश जोशी ने कृषि और उद्यान विभाग की समीक्षा बैठक में अधिकारियों को निर्देश दिए।
टिशू कल्चर तकनीक किसानों को कम लागत, कम जोखिम और अधिक आय का अवसर प्रदान करेगी। यह खेती को आधुनिक वैज्ञानिक और व्यावसायिक बनाने की दिशा में एक अहम कदम साबित होगी।
Manoj Kumar Gupta will be the next Chief Justice of Uttarakhand
The Supreme Court Collegium has recommended the appointment of new Chief Justices in five High Courts. Justice Manoj Kumar Gupta, a senior judge of the Allahabad High Court, has been recommended for appointment as the new Chief Justice of Uttarakhand.
This decision was taken at the Collegium meeting held on December 18, 2025. The current Chief Justice of the Uttarakhand High Court, Justice G. Narendra, is retiring on January 9, 2026.
सुप्रीम कोर्ट काॅलेजियम ने पांच उच्च न्यायालयों में नए मुख्य न्यायाधीशों की नियुक्ति के लिए सिफारिश की है। इलाहाबाद हाईकोट के वारिष्ठ न्यायाधीश जस्टिम मनोज कुमार गुप्ता को उत्तराखण्ड का नया मुख्य न्यायाधीश नियुक्त करने की सिफारिश की गई है।
यह निर्णय 18 दिसंबर 2025 को हुई काॅलेजियम की बैठक में लिया गया। उत्तराखंड हाईकोट के वर्तमान मुख्य न्यायाधीश जी नरेन्दर 9 जनवरी 2026 को सेवानिवृत्त हो रहे है।

Rural Incubator Programme
To empower rural women in entrepreneurship, the Ministry of Rural Development has approved the implementation of the Rural Incubator Program. Uttarakhand is the fourth state in the country and the first in North India to receive this approval.
Through FIED (Foundation for Innovation and Entrepreneurship Development), self-help groups will be provided with business training, marketing support, and financial assistance in entrepreneurship.
In the financial year 2024-25, 1.63 lakh women have become “Lakhpati Didis” (women who have earned over one lakh rupees).
ग्रामीण महिलाओं को उद्यमिता में सशक्त बनाने के लिए ग्रामीण विकास मंत्रालय ने ग्रामीण इन्क्यूबेटर कार्यक्रम चलाने की स्वीकृति दे दी है। ये स्वीकृति पाने वाला उत्तराखण्ड का देश का चैथा और उत्तर भारत का पहला राज्य है।

The women of Jaunpur block in Tehri district have decided to change the old saying that “the water and youth of the mountains are of no use to the mountains themselves” through their determination and collective efforts.
The women of Myadi (Jakhdhar) have started a mineral water plant, making the village’s water source the basis of their livelihood. Women associated with the Devbhoomi Cluster Level Federation (CLF) have started filtering and bottling the clean water from the natural spring in Myadi (Jakhdhar) village.
This initiative will provide employment to a large number of women in the region at the local level. It will also help in conserving and preserving the water source.
पहाड़ का पानी और पहाड़ की जवानी पहाड़ के काम नहीं आती इस कहावत को टिहरी जिले की जौनपुर ब्लाॅक की महिलाओं ने अपने संकल्प और सामूहिक प्रयास से बदलने का निर्णय लिया है।

यह पहल क्षेत्र की महिलाओं को स्थानीय स्तर पर बड़े स्तर पर रोजगार देगी। साथ ही जलस्त्रोत को संरक्षित और जीवित रखने में मददगार साबित होगी।
Sow water, grow water
- Mohan Chandra Kandpal, a teacher from Almora, has been honored with the 6th National Water Award in the ‘Best Individual in Water Sector’ category.
- He received this award for his outstanding work in water conservation and rejuvenation of water sources through the ‘Sow Water – Grow Water’ campaign.
- His efforts led to the creation of more than 4500 rainwater harvesting pits in over 40 villages and the replenishment of dried-up traditional water sources (streams and springs).
- His campaign also played a significant role in reviving the Riksan River.
- The award was presented to him by President Droupadi Murmu at Vigyan Bhavan in New Delhi.
- अल्मोड़ा के शिक्षक मोहन चंद्र कांडपाल को ‘जल क्षेत्र में सर्वश्रेष्ठ व्यक्ति’ श्रेणी में 6वें राष्ट्रीय जल पुरस्कार से सम्मानित किया गया है।
- यह पुरस्कार उन्हें ‘पानी बोओ-पानी उगाओ’ अभियान के माध्यम से जल संरक्षण और स्रोतों के पुनर्जीवन में उत्कृष्ट कार्य के लिए दिया गया।

AI Mission-2025 – Uttarakhand
- The Uttarakhand AI Mission-2025 policy was launched by Governor Lieutenant General Gurmeet Singh at Raj Bhavan.
- This policy follows the Government of India’s AI policy but has been specifically adapted to the unique hilly geographical conditions of Uttarakhand.
- The mission aims to solve real-world problems using satellite imagery and data, and to ensure inclusive and sustainable development.
- उत्तराखंड एआई मिशन-2025 की पाॅलिसी को राज्यपाल लेफ्टिनेंट जनरल गुरमीत सिंह द्वारा राजभवन में लाॅन्च किया गया।
- यह पाॅलिसी भारत सरकार की एआई पाॅलिसी का अनुसरण करती है, लेकिन इसे विशेष रूप से उत्तराखण्ड की पहाड़ी भौगोलिक परिस्थितियों के अनुरूप ढाला गया है।
- मिशन का लक्ष्य सैटेलाइट और डेटा का उपयोग करके वास्तविक आधारित समस्याओं का समाधान करना और समावेशी व सतत विकास सुनिश्चित करना है।
A clean plant center will be built in Mukteshwar at a cost of 100 crore rupees
Uttarakhand will be made a leading state in fruit production in the country. For this, a Clean Plant Center will be established in Mukteshwar at a cost of Rs. 100 crore, so that farmers can get improved varieties of saplings. A Center of Excellence will also be developed in collaboration with New Zealand for kiwi and other fruits.
उत्तराखंड को फल उत्पादन में देश का अग्रणी राज्य बनाया जाएगा। इसके लिए मुक्तेश्वर में 100 करोड़ की लागत से क्लीन प्लांट सेंटर बनाया जाएगा, ताकि किसानों को उन्नत किस्म के पौधे मिल सकें। वहीं कीवी व अन्य फलों के लिए न्यूजीलैंड के साथ मिलकर सेंटर आॅफ एक्सीलेंस तैयार किया जाएगा।
The main objective of the Land Pooling Regulations-2025
- The Uttarakhand government has approved the Town Planning Scheme and Land Pooling Regulations.
- Under the land pooling model, landowners will receive developed land, financial benefits, and a livelihood allowance in exchange for their land.
- Land acquisition will no longer be compulsory; landowners will give their land voluntarily.
- The government or authority will develop the land and return a portion of it to the landowner.
- उत्तराखण्ड सरकार ने टाउन प्लानिंग स्कीम और भूमि पूलिंग नियमावली मंजूरी दी।
- भूमि पूलिंग माॅडल के तहत जमीन के बदले विकसित जमीन, आर्थिक लाभ और आजीविका भत्ता मिलेगा।
- भूमि अधिकरण अब जबरन नहीं होगा, भूमि स्वामी अपनी मर्जी से जमीन देंगे।
- सरकार या प्राधिकरण जमीन को विकसित करेंगे और उसका एक हिस्सा भूमि मालिक को लौटाएंगे।

- The sports event previously known as Khel Mahakumbh in Uttarakhand has been renamed the Chief Minister’s Champions Trophy.
