Madhya Pradesh has become the first state in India to introduce a rolling budget.
It will be implemented for the first time in 2026-27.
This was announced by Madhya Pradesh Deputy Chief Minister and Finance Minister Jagdish Devda.
What is a rolling budget?
- A rolling budget is a budgeting system in which a budget is prepared not just for one year, but for three years.
- This means that when the government introduces the main budget for 2026-27, it will also release an estimated budget for 2027-28.
- Then, when the main budget is released in 2027-28, estimated budgets for 2028-29 and 2029-30 will also be released.
What are the advantages of a rolling budget?
- This helps in long-term planning because the government can plan for the next 2-3 years in advance.
- The budget will be more effective because inflation, growth, and revenue change every year, allowing for the budget to be revised annually.
- In a rolling budget, targets can be reviewed and plans can be improved every year.
- A rolling budget provides prior knowledge of where the government intends to spend money in the future, which increases transparency and gives citizens and investors a clear picture.
- A rolling budget also incorporates suggestions from citizens, experts, and economists, which increases public trust in the government.

इसे पहली बार 2026-27 में शूरू किया जाएगा।
इसकी घोषणा म. प्र के डिप्टी सीएम और वित्त मंत्री जगदीश देवड़ा ने की है।
रोलिंग बजट क्या है?
- रोलिंग बज एक ऐसा बजट प्रणाली है जिसमें सिर्फ एक साल नहीं, बल्कि तीन सालों का बजट बनाया जाता है।
- यानि अगर सरकार 2026-27 के लिए मुख्य बजट को शुरू करेगा तो उसके साथ में 2027-28 के लिए अनुमानित बजट भी जारी करेगा।
- इसके बाद जब 2027-28 में मुख्य बजट जारी किया जाएगा तब 2028-29 और 2029-30 के लिए अनुमाति बजट को जारी किया जाएगा।
रोलिंग बजट के क्या फायदे हैं?
- इससे दीर्घकालिक योजना में मदद मिलती है क्योकि सरकार आगे के 2-3 साल की योजना पहले से कर पाती है।
- बजट और बेहतर होगा क्योंकि हर साल मुद्रस्फीति, वृद्धि, राजस्व परिवर्तन होता रहता है जिसके कारण हर साल बजट का दोहराव किया जा सकेगा।
- रोलिंग बजट में हर साल लक्ष्यों को दोहराना किया जा सकेगा और योजनाओं को सुधार किया जा सकेगा।
- रोलिंग बजट में पहले से पता होता है, कि सरकार भविष्य में कहा पैसे खर्च करने वाली है इससे पारदर्शिता बढ़ती है और नागरिकों और निवेशकों को स्पष्ट विचार मिलता है।
- रोलिंग बजट में नागरिकों, विशेषज्ञों और अर्थशास्त्रियों से भी सुझाव लिए जाते है जिसके कारण सरकार में लोगों का विश्वास बढ़ता है।
