Witnessing the increasing importance of military diplomacy in the rapidly changing geostrategic landscape, India has decided to expand the number of its defense attachés.
According to information from the armed forces, India had defense attachés in a total of 45 countries by 2024. This number has now increased to 52. The goal is to establish defense attachés in more than 90 countries by 2032. Defense attachés, who are senior officers from any of the three branches of the armed forces, are posted in the defense wings established within Indian embassies or high commissions in various countries.
In larger countries, more than one defense attaché may be appointed as needed. The objective of this initiative is not to form military alliances, but to enhance defense cooperation, as the importance of the armed forces is growing not only in warfare but also in areas such as humanitarian assistance, disaster relief, peacekeeping operations, and counter-terrorism cooperation.
Defense Attache
These officers, stationed in other countries, represent their nation’s military interests at the diplomatic level. Under the Vienna Convention, they enjoy the same privileges and immunities as diplomats.
Defense attachés share their country’s military policies, perspectives, and priorities. They contribute to joint military exercises, training programs, and defense equipment agreements. They also gather strategic information related to military security that can assist in India’s foreign policy and defense decisions. Typically, military officers of the rank of Brigadier, Colonel, or higher are selected for this position, so that they possess an understanding of both military and diplomatic affairs.
तेजी से बदलते भू-रणनीतिक हाला से सैन्य कूटनीति का बढ़ता महत्व देख भारत ने अपने डिफंेस विंग की संख्या बढ़ाने का फैसला किया है।
सेना से मिली जानकारी के अनुसार, साल 2024 तक कुल 45 देशों में भारत के डिफंेस विंग थे। वर्तमान में यह संख्या बढ़कर 52 हो गई है। साल 2032 तक 90 से ज्यादा देशों में डिफेंस विंग खोलने का लक्ष्य रखा गया है। विभिन्न देशों में भारतीय दूतावासों या उच्चायोगों में खुली डिफेंस विंग में डिफंेस अताशे तैनात होते हैं, जो तीनों में से किसी भी सेना के बड़े अफसर हो सकते हैं।
बडे़ देशों में जरूरत के मुताबिक एक से ज्यादा डिफेंस अताशे भी रखे जा सकते हैं। इस मुहिम का उद्देश्य सैन्य गठबंधन करना नहीं है, बल्कि रक्षा सहयोग बढ़ाना है क्योंकि युद्ध के अलावा मानवीय सहायता, आपदा राहत, शांति सेना, आतंकरोधी सहयोग जैसे क्षेत्रों में भी सेना का महत्व बढ़ रहा है।
डिफेंस अताशे
किसी अन्य देश में तैनात ये अधिकारी राजनयिक स्तर पर अपने देश के सैन्य हितों का प्रतिनिधित्व करते हैं। विएना कन्वेंशन के तहत उन्हें राजनयिकों के समान विशेषाधिकार और इम्युनिटी मिलती है।
डिफेंस अताशे अपने देश की सैन्य नीतियां, दृष्टिकोण और प्राथमिकता साझा करते हैं। साझा सैन्य अभ्यासों, प्रशिक्षण कार्यक्रमों, रक्षा उपकरणों से जुड़े समझौतों मंे योगदान देते हैं। साथ ही सैन्य सुरक्षा से जुड़ी ऐसी रणनीतिक जानकारी भी जुटाते हैं, जो भारत की विदेश नीति और रक्षा निर्णयों में मदद करे। आमतौर पर ब्रिगेडियर, कर्नल या उससे उच्च रैंक वाले सैन्य अधिकारी इस पद के लिए चुने जाते हैं, ताकि वे सैन्य मामलों के साथ ही कुटनीतिक मामलों को भी समझ सकें।
